San Juan Island Public Hospital District #1 Board of Commissioners Meeting October 2026

LWVSJ Observer Corps*:  Public Hospital District # 1 October 28,2026

PHD Superintendent Nathan Butler:  He introduced Robin DeLaZerda, new EMS Chief Administrator.  She has years of experience with EMS and as a dispatcher.   She is interviewing candidates for two positions:  EMS Assistant Chief of Operations and Training; and Director of Logistics and Outreach.  Lara Braithwaite is the new PHD payroll clerk and Evan Perrollaz is now full time as PHD Deputy Superintendent.  Superintendent Butler also introduced Shaleea Sultantay, the new Executive Director of Village at Home.  She is an RN with experience in home health care.  Charles Prosper, Northwest Chief Executive for Peace Health who oversees PIMC, is retiring at the end of the year.  There is no word on future PIMC management.

Executive Director, Village at the Harbor Tina Levasheff reported two units open and their receipt of a clear report from the DSHS state survey.

Commissioner Frazer brought up the need for a Health Care Needs survey with information from health care providers.  The Board agreed to conduct this survey for San Juan Island during 2027, spearheaded by the PHD Commissioners.

Superintendent Butler presented a Board training plan on employer issues through Bamboo HR software.  He is requiring this training of PHD employee and will set up the sessions for the Commissioners to be done on their own time.

The Commissioners approved a 2027 dispatch fee agreement between San Juan County and SJI EMS for $60,406.87.

The Commissioners approved Resolution 26-625 to authorize disposition of surplus assets, specifically defunct cell phones.

Superintendent Butler presented the proposed 2027 budgets for both EMS and PHD.  He will meet with Commissioners Frazer and Clary for further work, so the budgets can be voted on at the November 18 meeting.  Finance Chair Frazer noted, earlier in the meeting, that the budgets do not include any big projects and that the reserves are good.

Commissioner Seitz stated the need for PHD employee feedback, either through anonymous survey or one on one discussion.   There are over 100 employees over all 3 PHD sectors.

The Commissioners went into executive session under RCW 42.30.110(1)(b) regarding real estate acquisition or site selection.
